Labour ComplianceThe Andaman and Nicobar Administration on April 13, 2026, issued the Draft Code on Social Security (A & N Islands) Rules, 2026.

The following has been stated:

• The draft rules contain provisions relating to the constitution and functioning of social security boards, employee insurance, gratuity, maternity benefits, career centres, and welfare measures for workers. They prescribe procedures for electronic registration of establishments and workers, filing of returns, maintenance of records, and administration of social security schemes. 

• The rules provide for nomination and payment procedures for gratuity, including timelines for employers to process claims and mechanisms for appeal before competent authorities. Provisions relating to maternity benefits prescribe forms, medical certification requirements, and appeal procedures in case of denial of benefits. 

• The rules also lay down procedures for reporting vacancies to career centres, submission of employment returns, and maintenance of employment data. Employers are required to furnish information regarding workforce strength, vacancies, and recruitment details periodically. 

• The draft rules further prescribe qualifications and powers of competent authorities, appellate mechanisms, and inspection procedures under the Code. 

• They also emphasize digital compliance through electronic filing and online communication systems for labour administration.

• Public comments on the proposal are invited by May 28, 2026.
